Since Wednesday, March 25, 2020, the services of notaries are on the list of priority services and activities. Subsequently, the Minister of Justice, Me Sonia Lebel, authorized notaries to receive notarial deeds remotely without physically meeting the parties using technological tools such as videoconferencing and electronic signatures via the ConsignO tool. These authorizations are not currently permanent and are only planned for the duration of the COVID-19 pandemic.

Can the celebration of a civil marriage be officiated remotely?

The Directeur de l’état civil du Québec is very clear. The solemnization of civil marriage and signing the civil marriage certificate by the spouses, witnesses and the notary celebrant must be done in person and cannot under any circumstances be done remotely. The same applies to the celebration of a civil marriage or a civil union by another type of authorized celebrant.
